Kerry Spaulding entered the US Army in 1971 during the Viet Nam conflict and served in a support assignment with the US Army Special Troops in Okinawa, Japan. In 1995, he retired from the US Army and Army Reserve at the rank of First Sergeant after 24 years combined service in the active and reserve components as a military policeman, desk sergeant, patrol supervisor, drill instructor, operations supervisor, accredited Army CID criminal investigator, and combat arms unit leader. Spaulding has an extensive background in civilian law enforcement and security operations having served as a law enforcement officer with agencies in Pennsylvania, Georgia, Texas and Missouri as well as the U. S. Government. In 1998, he retired as Professional Conduct Investigator (Medical) with the Bureau of Enforcement and Investigation, Pennsylvania Department of State. Following his retirement, he was appointed a civil aviation security special agent with the Federal Aviation Administration with assignments in Phoenix and Houston. In 2002, he accepted a lateral appointment as a counterintelligence & counter-terrorism officer with the Protective Services Division, National Aeronautics & Space Administration, Lyndon B. Johnson Space Center in Houston. In March of 2005, Spaulding was appointed as a Protective Security Advisor (PSA) with the U.S. Department of Homeland Security (DHS) and served as a subject matter expert in critical infrastructure protection, counter-terrorism training, disaster response, and threat vulnerability assessments. Spaulding also served as a DHS member to the FBI’s Joint Terrorism Task Force with the Texas City Resident Agency. In addition to his DHS assignment, Spaulding served as a deputy sheriff (Sergeant) and training academy staff instructor, Bureau of Training & Professional Development, Harris County Sheriff’s Office Reserve Command. Following 37 years of honorable military and federal civilian service, Spaulding entered a period of retirement from DHS. Spaulding has graduated from numerous resident law enforcement, investigative, and security courses conducted by the US Army Military Police School, the US Drug Enforcement Administration, the Pennsylvania State Police Academy, the Federal Aviation Administration Civil Aviation Security Training Academy, the US Army Intelligence School, the Federal Bureau of Investigation, and the NASA Federal Law Enforcement Training Academy. He holds a FAA commercial pilot certificate for both single and multi-engine airplanes, certified flight instructor certificate for airplanes, and is a former FAA Aviation Safety Counselor. Spaulding is certified as a peace officer and law enforcement instructor by the Texas Commission on Law Enforcement Officer Standards and Education and the Missouri Department of Public Safety. Spaulding graduated cum laude from Embry-Riddle Aeronautical University with a Bachelor of Science in Management of Technical Operations and earned a graduate certificate in Security Management from the School of Criminal Justice, Michigan State University (MSU). He has also earned a Master of Arts in Criminology from the University of Houston-Clear Lake as well as a Master of Science in Criminal Justice Administration from MSU. The former Houston PSA is a former member of ASIS International and retired as a Certified Protection Professional (CPP Retired) having been previously board certified in security management. Spaulding makes his home in the Bradford County, Pennsylvania area with his wife of over 25 years, Constance, a retired career scientist, safety, health, and environmental expert and certified industrial hygienist with a major US chemical corporation.
